§ 4. FILLING AND FINE GRADING

Filling shall be clean earth or other material acceptable to the engineer and furnished by the contractor. It shall be used to adjust deficiencies in grade of neutral grounds or grass plots, and shall be evenly placed, spread and compacted as directed by the engineer.
