§ 16-2. General cleanliness of premises.

The tenant or occupant of any property or premises in the city who shall permit the accumulation of filthy or offensive matter thereon resulting in noxious or offensive effluvia, stench or odors producing material physical discomfort and inconvenience to those residing on the premises or in the vicinity shall be guilty of a misdemeanor.
