The growth of weeds, grass and other underbrush, to a height of greater than 12 inches,
as well as the placement of trash, debris, refuse, garbage and discarded or noxious
matter on any lot, place, area or sidewalk, or sidewalk area in the city is hereby
declared to be a public nuisance and detrimental to the general health of the city.
