§ 25-46. General requirements.

It shall be unlawful to place any obstruction in city rights-of-way, except as provided for in section 11-182 of this Code, obstruction of public passages. The city shall permit encroachment into city right-of-way for the construction of barrier type traffic control devices by property owners who have had a minimum of three reported cases of property damage to the city police department within one year. The damage to the property must be caused by vehicles, as determined by the police department.
