§ 17-1. Recognition of title VI of 1964 Civil Rights Act.

The city council hereby takes cognizance of the provisions of title VI of the Civil Rights Act of 1964 (P.L. 88-352) and all requirements imposed by or pursuant to the Regulations of the Department of Housing and Urban Development issued pursuant to that title. This council agrees and declares that the city has and will continue to comply with the provisions of such title and such regulations, to the end that, in accordance with title VI of the act and regulations, no person in the United States shall, on the ground of race, color or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity for which the city receives federal financial assistance from the Department of Housing and Urban Development, or from any other federal governmental agency. The city hereby gives its assurance that it will immediately take any measures necessary to effectuate this declaration of policy.
